Tamara Blackwell is Ms. Wheelchair America and Ms. Wheelchair Kansas 2024. She’s a disability advocate, content creator, and First Lady of New Philadelphia COGIC, using her platform to bridge the gap between disabled and able-bodied communities through awareness, education, and inclusion.

Holding a master's in leadership and a bachelor's in psychology, she empowers others to live intentionally and break barriers. A proud member of Zeta Phi Beta Sorority, Incorporated, she actively contributes to the PROM (Please Return On Monday) panel, a statewide campaign promoting safe decision-making among teens. Mercetia describes herself as self-driven, resilient, and encouraging, embodying these qualities in her advocacy work.
